web-platform-tests/wpt#36932 was created sometime after a backout of multiple wpt-affecting bugs. But it eventually landed upstream after all the original problems had been fixed, so ended up backing out a number of valid changes.

We need to figure out where the PR for the backout came from, and how to avoid this kind of double-backout situation in the future.

web-platform-tests/wpt#36526 seems like maybe another case of this
