Dispensary docs - remove gifs

There are 10 gifs in the dispensary page. The use of gifs is problematic for pdf generation and offline docs, so we're trying to reduce their usage.

I've also noticed a few things which need updating

• the patient search which no longer shows a list of patients by default
• the delete actions which have been changed into a footer action
• the status values are incorrect and the skip status option no longer applies
