Feature Request: Extend Grafting with Database Dump

We have grafting for the Joomla package on a development branch. It would be useful to extend this to also graft a database dump, allowing us to graft both files and databases onto a development branch.

This allows us to graft an existing Joomla installation, including both files and databases, onto a development branch. This comes with all the benefits: switching the database variant, enabling Xdebug, changing the PHP version, installing the Joomla Patch Tester, or running Joomla System Tests.
