failed to start because of missing folders

when using transcoder persistance set to true:

pms std out:

2020/03/08 15:27:22 Error waiting for pod to complete: pod "pms-elastic-transcoder-kw65v" failed
2020/03/08 15:27:22 Cleaning up pod..

and nothing visable in events (except for starting but no error)

Transcoder Persistance set to false:
from the events log:
