ibm seems to differ from most other clouds (in my initial exploration anyways) in that if you want a public ip you need to toss it a floating ip which seems equivalent to eip (aws)/reserved ip (gcp)
the default behavior on other providers is that if the user chooses a port we assume a public interface and if not then it's only going to use the vpc internal network
