Because TrickHLA processes freeze mode transitions as an 'end_of_frame' job the Trick software frame needs to be configured for all federates because that defines the frame boundary for handling the freeze requests. The Trick software frame (RT) and Least Common Time Step (LCTS) need to meet the following time constraints (especially true for SpaceFOM):
(LCTS >= RT) && (LCTS % RT == 0)
