Describe the bug

Several instances of RTC-S1 SCIFLO jobs failing have been observed, where the orbit file that was downloaded and staged for the job is empty. The exact cause of this is still unknown, but since the orbit file is acquired during the RTC download job, this makes it difficult to retry the failed SCIFLO job.

What did you expect?

At a minimum, the logic for the orbit file download needs to check if the result is an empty file and raise an error. That way, the RTC download job itself could be retried until the orbit file is downloaded correctly.
