Describe the feature request

Rule #4: If we have a new granule for a batch that'd already been submitted,
submit again using the new granule only for the bursts that match, and only if the production time is later

Also make sure to alter the hash of the re-triggered download job so that it's not deduped by hySDS

We discussed this during ASF-PST-ADT-SDS meeting a couple weeks ago and it wasn't decided whether this is even a desired behavior.

The conclusion was to:

  1. By default DO NOT retrigger
  2. But have option in software to toggle to that behavior (so probably another settings.yaml item)
