Use an ESRI Shapefile to figure out how we want to handle multi-part files

CKAN's resources are pretty clearly set up to handle single files, so the obvious choice would be to just zip up an ESRI Shapefile and distribute the zipfile. But we should look into this and use a real-world example of how we want to handle uploading these data to CKAN. Unlike a GeoTiff, where we can just point to a single URL and get the whole file (maybe even overviews if they are internal), we just won't get that from an ESRI Shapefile.
