NSC Enablement's Jetstream along with $SYS.ACCOUNT.*.* permission

I want to enable Jetstream to a user under an account, if I give permission with nsc for my_user2, its forcing me to give permission to all communications with in the account, I mean from my_user1 to my_user2 vice versa as mentioned below structure.
my_org
  my_account
    my_user1
    my_user2
For above my_user2 user needs enable Jetstream and as well as permission to get events $SYS.ACCOUNT... Please help, how I can do with nsc
Is there any simple way to configure above through nats-server.conf file?
