Checksum of the key elements

One of the requirements of the IGC and approved as a proposal on the IGC plenum by the SSWG is to have some kind of checksum of the key elements (script, handicap table, etc, ...) so the IGC officials (CD, CS and JP) will notice any change on thoose key elements during the competition.
