[Task] Add Bitte's Relayer System to Docs and Developer Portal

Background

Relayer and meta-transactions allow projects to easily cover fee for their users, making them a key piece of technology to onboard people into NEAR.

As far as we can tell, there is currently only one "Relayers as a service" on NEAR, and is provided by Bitte

We need to make sure that such service is easily discoverable, so the community can leverage it in different projects

User Story

As a user, I want to easily onboard people into my application by covering their usage fees, for this, I need to create a relayer, hopefully using simple tech.

Acceptance Criteria

• Issues need to be created on both near/near-discovery and near/docs to track the work
• bitte's relayer has to be linked somewhere in the docs
• bitte's relayer has to be linked as a tool in the developer portal
