Customiz the Modal to support custom HTML and a programable condition to be met before the user can conncect to a wallet

Is your feature request related to a problem? Please describe.
I need to add mandatory field for the agreement to privacy policy. And also I need to add HTML with link to the privacy policy in the Modal.

Describe the solution you'd like
I hope the modal will support adding custom Html where someone can add text and any other HTML. And also a mechanism to prevent the user from connecting with wallets before some condition is met. Like for example, I need to show the modal but prevent the user from connecting to a wallet before agreeing with the User Privacy Policy.

Describe alternatives you've considered
To have a modal before the wallet selector modal. This approach is ugly since it will show 2 popups.
