Set Wallpaper smartly

Features

• maintains a database (tree of symlinks) to known images
• sets wallpaper and uses heuristics to determine whether it should be tiled/centered/scaled and sets background colours to match.

Bugs

• Most recently tested only ubuntu MATE, nothing else
• dbus_session is currently hardcoded because I'm lazy
