It would be nice to know in advance whether an appropriate instance of neo-express is running, and do an online checkpoint if it is and offline otherwise.
We could either:
have the dev-tracker keep track of which instances are running
Or:
make a change in neo-express so the neo-express checkpoint command knows which instances of neo-express are running
The second option requires work in neo-express but has the advantage that the UI will always do the right thing even when neo-express is not run from within the dev-tracker.
