Find payment routes should consider existing connections

It is quite possible that the machine that runs fiber node does not have public IP. Say A has a fixed public IP, while B only has dynamic public IP. If we can use a node's existing connections to find routes, then B can establish a connection to A beforehand. That would make a successful payment.
