when creating a studyset, allow creation of annotation as well

This is a nice to have.
If the user makes a request to initialize the extraction phase, 2 separate requests are made: 1 to create a studyset, and 1 to create an annotation. If the annotation fails, the studyset is still created which will result in an invalid state for the project to be in.

In reality, we haven't really encountered this issue that much. Worst case, a user can try again.
