A user was confused by the Move to Extraction option not being there. This is because this button appears/disappears based on if extraction is in a complete/incomplete state.

Instead, we should always have the button there. If the user clicks on it but curation is in an incomplete state, then a confirmation modal should pop up saying: "Are you sure you want to continue? You have XXX studies that are still marked as uncategorized. If you continue, they will be marked as excluded."
