Switch from entrez commands to datasets commands for downloading assembly metadata

The datasets tools look like what will be used in the future and we already use it to download references. datasets summary genome also has flags to filter out low quality references, although for caching purposes, it would be better to download the metadata for all references and then filter the results based on user input in PICK_ASSEMBLIES
