Help running Wayland: GPU not found

I am root user and try running Sway or Hyprland from TTY, it always fails with errors like "GPU not found".

Using raspi-zero2w
I have tried hardware.graphics.enable = true;

This is the config.txt I'm using, I don't think it disables GPU...

Hey @nullcount. Sorry, I don't have anything useful to contribute here. I have only used headless zero2ws, and am not sure what would cause that.
