[Bug]: style and doc will fail if using on a main and dev branch

Describe the bug

This is because the name of the branch is the same regardless, so if there is already a style and doc PR to main, then it won't be possible to also open a style and doc pull request to dev.

See NOAA-FIMS/FIMS#736, which has the same problem.

To Reproduce

Setup doc and style to run on both dev and main; get it to open a PR to main, then try to get it to open a PR to dev; the workflow will fail when opening a PR to dev

Expected behavior

It to be possible to style both dev and main branches
