Case:
There is an unofficial harvest guideline of 100mt to the commercial sector. The rest of the ACL is given to the recreational sector.

Question:
Is there a way to do this in SS3 when there are multiple fleets in each sector? Or, is there a way to set fixed catches for some fleets, and have SS3 allocate the remainder according to a fixed percentage?

Answer:
Because there are multiple fleets in each group, the SS3 options won't quite work.
To get a % allocation between sum (commercial) and sum (recreational), use this option, which seems self-explanatory:

# enter list of fleet number and allocation group assignment, if any; terminate with fleet=-9999
1 1  #1st commercial fleet
2 1  #2nd commercial fleet
3 2  #1st recreational fleet
4 2  #2nd recreational fleet
-9999 -1
# _if N allocation groups >0, list year, allocation fraction for each group
# list sequentially because read values fill to end of N forecast
-2024  .4  .6  # 40% to commercial for all years beginning in 2024

# terminate with -9999 in year field 

So, you might iterate with above and play with the % allocation to get close to 100 mt commercial.

OR

Use this option to set a MAX for both of the commercial fleets. You will need to set each fleet to get total of 100. The remaining amount of the ABC is allocated to other fleets according to their relative F allocation:

# enter list of: fleet number, max annual catch for fleets with a max; terminate with fleet=-9999
