OpenEmbedded layer for NNStreamer and Neural Network Frameworks

This layer provides OFFICIAL support for NNStreamer and UNOFFICIAL support for its related neural network frameworks including Tensorflow, Tensorflow-lite, Caffe/Caffe2 (TBD), PyTorch (TBD), and so on.
