In 17.1 we use certified containers that get pulled from partner connect, there is no need to building containers locally. We still need to place the puppet RPM in a repo for nodes to yum install during host-config.
Instead of tarball we only need to release ciscoaci-pupper RPM
The containers script should create the yum repo as before and place this RPM in the repo
Modify the 17.1 ACI deployment doc for this change.
