Need to remove requirement for RPM tarball to build conteiners in 17.1

In 17.1 we use certified containers that get pulled from partner connect, there is no need to building containers locally. We still need to place the puppet RPM in a repo for nodes to yum install during host-config.

• Instead of tarball we only need to release ciscoaci-pupper RPM
• The containers script should create the yum repo as before and place this RPM in the repo
• Modify the 17.1 ACI deployment doc for this change.
