No retry or error handling on loading step when launching the app #256

Currently when launching the app if any step fails the app will be stuck in perpetual loading animation. We should

Retry most steps if there is an exception
If failed after retrying we should show a banner to the user
Make sure sentry is still notified if we reach show a banner to the user
