Currently k8s-cms is limited only scaling up to 24 instances. It is limited to 24 because the configuration file cms.conf contains a section that lists all workers and services. Scaling dynamically
requires use to dynamically update the config file and reload the services.

This issue tracks the k8s-cms support of scaling to more than 24 workers
