VSIX fails to open connection windoow

After installing VS2019, v. 16.5.4 and installing the latest vsix. The list of providers is not updated and can not select the npgsql provider.

If for some reason the add new connection window is shown, upon entering the username, it fails immediately closing all dialogs.

I did a clean install of VS2019 and same thing happened.

On vs2017, in the data connections pane, when clicking on existing connection, the error is as follow.s Unexpected error occured in the .Net Framework data provider for PostgreSql, please contact vendor...
