[nrf noup] Add PSA crypto usage.

- PSA Crypto API can be enabled by setting to y
the CONFIG_CHIP_CRYPTO_PSA config

- Selected OpenThread security PSA Crypto background

- Enabled needed PSA_WANT configs

- Enabled SECURE_STORAGE_BACKEND_AEAD_KEY_HASH_UID as a
secure backend storage until it is fixed in crypto module.

- Extended maximum PSA key slots.
