Questions around published libraries.

Hi, I have a few questions around published libraries. What is the current advice for:

• bumping versions of published libraries?
• publishing versions of published libraries?

I've found some conflicting answers in Github issues so am hoping to get some clarity. For context, I'm using Nx for a monorepo that contains two published packages (each using @nrwl/react) and one web app (using Next.js).
