config only works when in a tmux session

Hello everyone,

I was trying to setup Comment to toggle for both single line and block using Ctrl+/ and followed along with 218. Everything seemed to work, I was happy and I moved on. A few minutes later I was messing around with my config and it was no longer working. After some investigation I realized it only works if I'm in a tmux session. Otherwise as soon as I press Ctrl+/, it goes straight to the command line.

Does anyone have any idea why and how to circumvent this issue? My comment.lua file looks like this:

edit: this is in kitty terminal. the issue is not present in whatever the default archlinux terminal is
