Modifying existing queries with predicate negation

I want to modify the statement.outer behavior so that it skips comments when used in conjunction with goto_next_start. To accomplish that, I created a file textobjects.scm under after/queries/python with the following contents:

(block
  (_) @statement.outer
  (#not-kind-eq? @statement.outer "comment"))

(module
  (_) @statement.outer
  (#not-kind-eq? @statement.outer "comment"))

However, this hasn't worked. I got the predicate kind-eq by searching the existing queries. I also tried not-any-of that is documented in :help treesitter but it didn't work either. Any suggestions would be greatly appreciated.
