As discussed, creates a new environment for smoke testing any changes before they go out to prod.

Set up .tfvars
Added GitHub action
Added environment variables and secrets

I found a github action to merge branches. Requires adding a GITHUB_TOKEN to the environment, though, which seems cursed: https://github.com/marketplace/actions/merge-branch
