Input / Output candidate : etn package internal data format

There's an internal data structure in the etn package for transmitters, receiver deployments, and detections. Moving to/from that format seems like something we could tackle. We'd need to involve the authors and the network in this as well, but ETN seems keen to integrate with the Trackyverse.
