This is not specific to Bing but very visible when using it (btw, Google does not behave the same way: when clicking).
I guess it would be a hassle to normally click a link and have a window pop out of nowhere. This should only happen when middle-clicking.
Forcing the link to open in the web view seems to be possible: https://devblogs.microsoft.com/oldnewthing/20190102-00/?p=100615
Should this behavior be subjected to a new option?
