Implement deployment pipeline to AWS

Background

We've determined that we will deploy to our existing AWS cloud resources. This ticket will track the devops work required to implement this deployment pipeline.

Definition of Done

• Developer can deploy changes to infrastructure and view changes at magnifier.oddball.io
• very user friendly for developers to access: prods rails console, run rake tasks in prod, tail the production logs
