Add data validation to the data format

Data validation is one of the corner stones of the data format. A language is required that enables an author to define rules for the data validation. An interpreter and execution engine for the backend to perform the validation for a participant on save (creation of a new save state) is needed. The frontend needs to display rule violations of the data format.
