Feature request: ability to re-run the exact run from a specific test ID

I'd find a flag like "--rerun-testid=<test_id>" very useful for repeating a specific test configuration. This would use the exact job script from the first run, but with the test_id updated to the new test_id.

There would be several challenges such as what happens when the rgt_test_input.ini changed between runs, what about environment variables like RGT_SUBMIT_ARGS, etc..
