We need to create a role for deploying the fastpath with a docker container to an EC2 instance.

We should provision the machine using Terraform
And then set it up using Ansible

Similar to what we do with the clickhouse proxy or the monitoring proxy

This is related to: #123
And depends on: ooni/backend#935
