requirements.txt vs setup.cfg

Requirements are duplicated in setup.cfg and requirements.txt with the latter being outdated.

I think since normal installation via pip is working now without extra steps, the requirements.txt and also the environment.yml for conda are probably not needed anymore, so they could simply be removed.
