Add a resource detector for CICD

Problem Statement

Currently, there is no resource detectors for CICD and VCS attributes for Github/Gitlab and other CI tools.

This information is very helpful to trace CI events on the pipelines, attach that attributes to individual tests or test metrics and etc.

Proposed Solution

A resource detectors for CICD should be provided which sets values according to semantic conventions for cicd and vcs resources.

Alternatives

Setting relevant attributes manually without resource detectors.
