This was originally reported in: https://support.openaire.eu/issues/10122.

It looks like there are quite a lot of false positive cases when matching affiliations with organizations without striclty checking the country code.

We should recalibrate the confidence level for matches relying on CountryCodeLooseMatchVoter by adding false positive cases to the test set and running the AffOrgMatchVoterStrengthEstimatorAndTest to generate new strengths.
