Update all test CAP alerts, consistent formats with current date\time (not 2016) and Sender doesn't come from Pelmorex or the Weather Network.

Better define TOS. Should be; admin/admin/ starts initial session, then only show TOS Modal, click to agree, then prompt to change passwords.

UI so SAVE and SAVE/Restart button, Appears\Floats at top and\or bottom of page, reduces scrolling

Update Text in Alert messages with "This is only a test" throughout

Add code to display timer during reboots.

Add code to check for server connection during reboot. (Don't reload the page until the server returns)

Side Menu, when page selected show a visual around menu item so user knows what current page they are on. it does show this, but when
clicking anywhere, this goes away, so user doesn't know what page they are on

Alerts. Leadin/Leadout creating noticeable audio gap between bilingual alerts. Lead in/out should only effect the entire message.
