SPDM Section needs 1.3 work

The SPDM section needs work. Amongst these are the Responder requirements, specifically around Capabilities bits and Algorithms supported for versions after 1.3. Certificate recommendations should be discussed.
Should we work with OCP Security and/or TCG on this?
PCI-SIG and CXL have a list of algorithms for TEE/TDISP. Should the algorithms list be the same.
Should it include PQC requirements, or should that be a separate issue? (SPDM 1.4)
