Create docker images for rest_api (and web app)

Other OpenDCS applications are deployable through an OCI image.

This is used in the USACE environment as well as the helm chart available at https://github.com/opendcs/charts.

An OCI image that follows, as reasonably as possible, the design of the existing images.

The base "tsdb_app" is currently unpublished, it's reasonable to use one of the published containers and make additional tweaks, but it would also make sense to just publish the base image.
