I'm not certain what you're asking. If you are willing to run a private fork of the certificate code, you can do whatever you would like. I think a good idea would be to copy the Stanford CME method to a new method in a private branch, and make the new method Chinese.

Another option, if you want your work to merge upstream, might be to wait until the v3-dynamic template lands, and then submit a PR internationalizing that.
