[GH Request] Add members of the 2u-cosmonauts team to appropriate repositories as core committers.

Hello,

Members of the 2U Cosmonauts team have lost access to repositories we requested core contributor access to, as listed in the 2U CC Rollout sheet.

Several of those repositories don’t appear to have committer-* groups in GitHub, and the ones that do have such groups don’t include members of the 2u-cosmonauts team in the group. One such example is committers-edx-proctoring.

Please grant the following users that are members of the 2u-cosmonauts team access to the repositories listed in the 2U CC Rollout sheet. Their usernames and full names are listed below.

Thanks @michaelroytman I found a bug in the code that was processing the sheet, I've resolved the bug and confirmed the access you are supposed to have according to that sheet. This should be all set!
