edx-platform Make Upgrade Backlog

Over the last few months the make upgrade job in edx-platform had been failing so there is now a huge backlog of python packages that need to be updated. This ticket is to track getting this over the line.

UPDATE: Oops. I misinterpreted. This is now about getting the upgrades done.

@jristau1984: Should this go to arbi-bom backlog?

I believe that @feanil and Arbi-BOM have both been chipping away at this, and that a large chunk of the backlog was handled via individual upgrades in order to unblock 3.11 compatibility, but I don't know the latest status.

For what it's worth, the last full requirements PR that merged went in on Feb 20, but due to all the individual upgrades, the latest open requirements PR is small and has a green build. I also see that Umar has a PR open to unpin pymongo.

I think this issue can be closed. This was originally opened when we had months of updates to requirements not landing. I'm still concerned that arbi-bom is not able to get to this every week but that's a different problem than it being stuck which was what this issue was meant to track.
