execute `EnablePullRequestAutoMerge` (enablePullRequestAutoMerge)

Apparently this error is due to a GitHub update since 2 weeks ago. All pending PRs since 2 weeks face this error and aren't merged:

• Updates for file translations/xblock-drag-and-drop-v2/drag_and_drop_v2/conf/locale/en/LC_MESSAGES/django.po in zh_CN #3811

This pull request is part of the FC-0012 project which implements the Translation Infrastructure update OEP-58.

I believe this issue was caused by edx-transifex-bot being removed from the openedx GH org. I have re-added edx-transifex-bot to the openedx GH org, renamed edx-transifex-bot to openedx-transifex-bot, added openedx-transifex-bot to the new bot-translations team, and given the bot-translations team write access on this repo. If that does not resolve the permissions issues I will revisit this PR.

edit: It looks like the updated permissions are working.
