Upgrade Cats Effects to version 3 as well as dependents

We have had a number of renovate PRs for updating core Scala dependencies, namely:

• http4s
• fs2

However both of these require a newer version of Cats Effects.

Describe the solution you'd like

Three parts:

1. Upgrade Cats Effects to the latest version (current V3);
2. Update dependents http4s and fs2; and
3. Ensure consistent versions across the repository - there's some different between the core project and autotest project.

Additional context

• There is a clash with dependencies of SimpleDBA so before we can address these the work to remove SimpleDBA needs to be completed.

I think we are on the latest CE2 which is V2.7.0, but we may also some transitive CE which are on old versions.
