[API] Accept simultaneous Basic and OIDC auth methods

Feature Request

It could be useful to allow both OIDC and Basic authentication methods in Ralph (for example, if an LMS uses basic auth, and admins use OIDC).

Describe the solution you'd like
It should be relatively straightforward to distinguish authentication methods by looking at the request headers.
